Some servers may want to allow for players to bypass any ownership checks and steal items from any and all graves. This option would allow for that.

Commit f2d1d77 resolves this issue:

If 'Enable Grave Robbing' is set to 'Yes', players will be able to steal items/XP from other players' graves.
