This is just a bug.

So, I tried making the "Fossil Ore" as rare as possible. However, even though I followed the instructions in the config file, there are lots of "Fossil Ore" spawning for some reason. It happens actually the opposite :s

# Rarity of Fossil ore. Higher number = more rare [range: 1 ~ 100000000, default: 38]
