Describe the bug

Sandstone fossils generate in naturally occurring structures that are low enough. Seen in ancient libraries.

To Reproduce
Steps to reproduce the behavior:

1. Go to any desert on a fresh world
2. Find a natural structure
3. Check for fossils blocks in said structure
4. Repeat until found

Expected behavior

Fossils to be excluded from generating as part of structures
