Suggestion: Add config options

It would be great to have server options. Personally, I would love to run this with a 30-minute cooldown. Thanks for the great mod!
- Bracelet use duration [default: 5 seconds]
- Bracelet recharge duration (teleport cooldown) [default: 15 seconds]
