Water in cool biomes should freeze during storms into Brittle Ice, and then decay back into water when the storm is over.

• Add a frozen state to brittle ice that sets ice after breaking
• Add brittle ice to icy oceans
• Control biomes by tag
• Config option to disable the tag can do that
