This could be either done via a "Cards" system,

• in case of States a player could request a card to the municipality/state via a command or so.
• but this might require the player to always use a card to open an ATM to ensure accessing the correct account (eventually always prompting to the player's own account if accesing without card)

Or a separate system that would store authorisation data in the account.

• this might require gui reworks
• but even if using cards - gui reworks may be still neccessary

Management of Multiple accounts has been implemented, Accounts get assigned/accessible to a player via events.
Involves no Card Items.
