[Forge] Dependencies are only declared serverside

All of the dependencies declared here: https://github.com/CreeperHost/FTB-Backups-2/blob/1.19/forge/src/main/resources/META-INF/mods.toml
are server side. Does the client not need them?
Additionally, the polylib dependency is not even used. Please make that not mandatory.
Unsure about the former point, will discuss at work on Tuesday.
The latter, we expected to have a new version out pretty quickly with a bunch of the 'common' code that can pre-exist between MC versions etc and helpers moved to polylib, especially the preview generation logic etc...
However, other projects delayed that, or it'd already be out, we pre-emptively started marking it, probably should've waited.
