shield_hit event does not work

Describe the bug
The shield_hit event doesn't fire. Tested with dispenser arrows, Pillager arrows, and zombie attacks.

To Reproduce
Steps to reproduce the behavior:

Put a shield_hit tag on minecraft:player and tell it to do something (I used me blocked a hit)
Try it out
Observe the lack of action
