[1.20.1] Pusher upgrade still only pushing to first slot

Functional Storage Version: 1.20.1-1.2.10
Titanium Version: 3.8.27
I expected to find a fix for issue #164 in 1.20.1-1.2.10. The changelog indicates that it should have been fixed in 1.2.3:
- Fixed pushing upgrade only pushing to the first slot, closes #164
However, if the first slot is occupied, the pusher upgrade is still not working in 1.20.1-1.2.10,
