[1.12.2] Using bonemeal on grass doesn't spawn the cornflower

I tried to use bonemeal on grass (plains biome) a couple of times and no single cornflower spawn

net.minecraft.world.biome.Biome#addFlower has to be called for each biome of the added flower to add them to the list of bonemeal plants.
