Campfire cannot be put out with water bucket in 1.12.2.

Description:

When using a water bucket on a lit campfire in 1.12.2, the campfire does not extinguish.

Steps to Reproduce:

  1. Place a campfire.
  2. Light the campfire.
  3. Attempt to extinguish the campfire with a water bucket.

Expected Behavior:

The campfire should be extinguished when using a water bucket on it.

Actual Behavior:

The campfire remains lit.
