Occasionally the alcoves on the bottom floor of the tower (where the crates generate) can be full of dirt.

Outside of the tower where the alcove is; the alcove itself isn't embedded in a hill

Actually, I am incorrect. The alcove is farther in than I thought, that part of the tower is embedded in the hill. Likely the cause
