[Plan] Custom Weather

Might implement this after a 1.14 port.
Since Gaia is a moderately temperate world, it would make sense to completely disable rain and snow weather. However, it also would make sense to adapt the weather to be more fitting to this world. What I propose is that the rain-equivalent for Gaia is a heatwave that would most normally not affect the player, except in select few biomes.
- In all biomes, the sky will turn bright orange, and clouds/fog become dark orange.
- In standard biomes, the weather has no effect on the player, just an aesthetic.
- In Salt Dunes, a saltstorm forms. This does not affect the player, but it does make visibility difficult.
- In Smouldering Bogs, it rains fine Bismuth ash. Does not affect the player, is just an aesthetic. If possible, intensify the Geyser Block's smokestack only in this biome and if the weather is active.
- In Goldstonelands, it rains Goldstone ash. If the player is not wearing a helmet, they will be affected with a Goldstone effect. If possible, make Goldstone mobs stronger during this time and only in that biome.
- In Volcaniclands, it is a fire storm. Any regular Crystal Growths become Seared Crystal Growths at random intervals, and if possible, make all Agate Logs, Leaves, and Saplings turn into Burnt (only if exposed to the sky). If the player is wearing insufficient armour, they will start taking fire damage.
