[Bug]: Sounds from other mods play at full volume regardless of atmospheric pressure

Reproduction steps
Example:
- Have IC2 alongside GC
- Go to the moon, place an ic2 machine that produces sound
- You can hear the machine working at full volume even without the frequency module
It also happens with Dynamic Surroundings and Energy control (Only tested those and ic2)
