Ruby and sapphire ores don't seem to generate at all

I checked multiple biomes and in none of them the Minecraft /fill command found any ruby or sapphire ore. The quartz and amethyst ores seem to generate properly. Topaz ores also, but in very modest amounts. For comparison, in the Gems And Crystals mod for Minecraft 1.12.2 all the ores generate correctly.
I haven't touched the Gems And Crystals config file at all, so all prefs were set to their default values.
So I suppose there is a bug in the ore generation source code, or maybe even some sort of conflict between this mod and Forge.
I was able to reproduce this issue on the following configuration (I didn't test other configs for Minecraft 1.14.4):
- Minecraft version: 1.14.4
- Gems And Crystals version: 1.2.4
- Forge version: 28.1.0
