Assorted quartz doesnt randomly drop Certus quartz when using silk touch

What happens:
Use a silk-touch mining tool on Assorted Quartz, only ever drops vanilla nether quartz ore
What should happen:
Expect the same random quartz drops as non-silk, but with the ore blocks instead
