16 wood planks (configurable to any amount or item) per hour (configurable amount of time perhaps in ticks) for the makeshift claim anchor. and for other tiers you can have it require like 32 planks and cobble. All can be changed and configured. if it does not have the required materials the claim turns off and will not protect anything till you put the required materials in
