Running a dedicated server on forge, I attempted to re-enable the critical hit sound cue in the config file, and despite being allowed to play, it simply doesn't. Critical damage and particles work fine but the sound effect does not play no matter what.

I know it's a serverside issue as running the exact same config on a single player world plays the critical hit sound!

Hmm, yeah, the server controls that option, so you definitely need to disable it on that end. The client config is overridden when connecting. Not sure what is going on, maybe the config just didn't load or save correctly.
