What would this enchantment do? How rare is it? What can it be applied to? This is important when considering new enchantments.

It will be used for bone fishing pole to reduce mobs detection range while fishing(to make it more comfortable).
Also I'm thinking about some kind of special uncraftable rare item(may be cape) with simmilar effect.
