Config not applying on server with plugins installed

Bug description
The mod worked fine with The Pixelmon Modpack until I installed Arclight and luckperms as well as a handful of other plugins and none of the config settings are working for the gravestone mod. Neither me or any of the players are getting an Obituary when dying once the plugins were installed and even with the sneaking being true in the config it isn't working either. Graves still spawn and can be broken (Unless within a landclaim)

Steps to reproduce
Load mod with arclight-forge installed with EssentialsX, Luckperms, The Pixelmon Modpack, and GriefDefender
Configure grave mod to enable obituary and sneak to pickup items
Die
