The issue occurred due to path changes in GT4 mod.
Version 415.36 path: gregtechmod\ mistaqur\nei\handlers*
Version 416.40 path: gregtechmod\ integration\nei\handlers*

In order to fix this problem simply put this file in NotEnoughItems-1.7.10-[version]-GTNH-universal.jar\assets\nei\csv\ or you can edit it by replacing mistaqur with integration.
