IC2 default generator recipe not disabled

The default recipe for the generator (using iron) is still available:

Making the GT4 one with steel redundant:

Setup:
Forge 10.13.4.1614

I do not think it is bug, it was same for all versions of GT4.
The reason to make recipe harder

The original recipe with iron plates is still available however:

I don't quite remember if GT originally did make it to use steel...

Confirmed that on 1.6.4 only one recipe was available, using a steel hull.
