Only mainframe needs HV circuit assembler

Can each level of circuit assembler have a role like gregicality's circuit system

The circuit progression is designed that way, there isn't really any compromise to be done.
Recipe progression more in line with Gregicality Legacy can be done using custom items and scripts.
