I'm working on the GTCEU modpack "GregTech - Other Worlds", which is intended on having a heavily tweaked mining system, with harvest level restrictions being placed on several ores and blocks. Similar to Enigmatica Expert 2's system. The issue is that by using GT miners, they can bypass harvest level restrictions entirely, and would cause circumventions in progression.

Describe the solution you'd like
Have some config option or similar to have certain miners only be able to mine blocks below some harvest level. Could be turned on by default (something like Steam Miners only able to mine at harvest level 2 (stone), LV miners at level 3 (iron), etc.) or could be disabled by default.
