Tools no longer manipulate connections for pipes and wires

Expected Behavior
Right clicking on the access grid of wires with a wirecutter toggles the connection on the corresponding face. Right clicking on the access grid of pipes with a wrench toggles the connection on the corresponding face.
Actual Behavior
Right clicking on the access grid of wires with a wirecutter does nothing at all. Right clicking on the access grid of pipes with a wrench does nothing at all.
Steps to Reproduce
- Place down one each of any item pipe and any kind of wire.
- Craft any wrench or wirecutter.
- Attempt to adjust the connections by right clicking the access grid with the corresponding tool.
- Nothing happens.
Additional Information
Using a self-built jar. This problem persists between game restarts and occurs regardless of whether gt6 style pipes and cables config is enabled.
I have tried with multiple types of superconductor wires from LV to IV, tin and platinum item pipes, IV tungstencarbide electric wrench, steel wrench, iron wrench, diamond wrench, aluminium wirecutters, iron wirecutters, and the three electric wrenches cheated in from JEI. I think it's safe to say it doesn't work for any combination of tool and pipe/cable.
So far as I can tell this was caused by some change between v2.5.0 and b6a6c74, considering that NFu would have been bombarded by support requests had it been in v2.5.0.
