[BUG?] electric tools charge is incorrect

Expected Behavior

  1. Using a fully charged power unit when crafting electric tools will produce a fully charged one.
  2. The power unit that comes back when the electric tool is broken is the same as the one used to make the electric tool.

Actual Behavior

  1. When using a fully charged power unit, the electric tool may not be fully charged (the amount of charge on the tool will be the amount indicated on the JEI)

  1. When an electric tool breaks, the maximum storage capacity of the power unit that returns will always be what is indicated on the JEI.

Please be careful of the volume of each video because I forgot to set the volume for recording.

Steps to Reproduce

Install GTCEu, CCL and JEI
(I use Universal Tweaks, andHEI instead of JEI, but I think it's irrelevant.)
Crate new world.

1.1. Make full charged Power Unit
2.1. Use fully charged Power Unit to make electric tool.

1.2. Make electric tool
2.2. Use it until it breaks.
