Expected Behavior

When the supply exact is set to a high number e.g. 12000L and the tank has more than 16 kL of fluid then supply 12kL to the output.

Actual Behavior

I tried multiple tiers (even the UV one) of fluid regulators on a tank. When the supply exact is set to a high number e.g. 12000L the regulator doesn't supply anything even when in the tank is 16 000L of a fluid.

Steps to Reproduce

Put tank down supply 16kL of any fluid, put regulator cover on a side, set it to export and supply exact to 12kL then pipe it to another tank.

Additional Information

3kL was working fine. I'm trying to set up oil product desulfurization via one reactor. So I would need to supply e.g. sulfuric refinery gas 16kL at a time. No filter is applied.
