Expected Behavior

When using a filter cover I expect for the features of Drain/fill to work. They don't, ONLY the fill&Drain setting works!!!

Actual Behavior

Only the Fill&Drain config works.

This will break any chemical setup that isnt using Fill&drain on the settings which i assume is most of them!!!!!

Steps to Reproduce

1 place filter on machine or pipe, set it to fill (does nothing)
2 set it to drain (does nothing)
3 set it to fill&Drain and it works fine.

Ive seen the bug in machines and pipes.

changes in this version, i can conffirm it was working fine on 2.5.0

-its easy to reproduce and most likely caused by the recent changes in the filter covers/covers in general

1- very basic demonstration 2 tanks 1 hydrogen and 1 oxygen, filter is on the quad hatch.
