It's working as expected; we dropped support for wood recipe nerfs outside vanilla woods and GT woods.

Wood recipes added by external mods are supposed to be manually adjusted. You may be able to utilize WoodRecipeLoader#registerWoodUnificationInfo for modifying wood recipes.
