Steel tank costs too much for its capacity. Like it requires MUCH more steel compared to supertank (and making 4 circuits and single plastic pipe will be MUCH faster than producing steel for a tank) but steel tank offers only 1/4 of supertanks capacity.
And issue is not uselessness, it can be useful at least because it looks much cooler, just literally no reason to use it.

Your Solution

I see two ways of solving that.

First - simply increasing the capacity, imo around 8kk will be justified if we take in account how expensive it is compared to t1 s.tank AND how large it is.

Second - making it cheaper. For example, make it into invar tank. Alloying will make it much faster than using PBFs lol, also invar makes sense (resistant to corrosion and smelting temperature is close to steel).
