Expected Behavior

Wooden and Steel Tank Controller only work when the multiblock formed

Actual Behavior

You need to form the multiblock so that the multiblock tank can store fluid or gas. In reality, you just need the controller to store the fluid. The tank hatch is completely useless, because you can attach the pump to the controller, or put the tank with auto output on top of it. The tank's UI is pretty useless since you don't need to use it to extract fluid, and you can just look at TOP or use Portable Scanner to know if the tank is full or not

This is extremly game-breaking, because you don't need to spend about 2 or 3 stacks of steel ingots to build the actual tank multiblock, you can spend 20 steel ingots (if you only have lv machines) and you have 4 tank controllers

Steps to Reproduce

1. Place only the tank controller
2. Place tank or drum on top of the controller and enable auto output. If it doesn't have auto output, use the pump cover
3. Now the tank has fluid inside it, with only the controller
   For extract the fluid out of the controller, attach the pump to the block and put a tank next to the pump
