Expected Behavior
If DisableConcreteInWorld is enabled, pouring water on concrete powder in the world will not create concrete.
Actual Behavior
Pouring water creates concrete even if DisableConcreteInWorld is enabled.
Steps to Reproduce
- Enable DisableConcreteInWorld in GregTech settings
- Place concrete powder in the world
- Place water near concrete powder
- Concrete is made
