4 -> 9 quatrz dupe in Foge Hammer

Versions:
Forge: 1.12.2 - 14.23.5.2860
GTCEu: 1.12.2-2.0.6-beta

Steps To Reproduce:

1. Craft quartz block in workbench using 4 quartz
2. Put quartz block in forge hammer and get 9 quartzs
3. Profit!
