Describe the bug
Placing a drum right above another drum set to fluid draining mode will cause all fluid to be voided.

Steps To Reproduce

1. Place a drum down
2. Fill some fluid in and adjust it to fluid draining mode with a screwdriver
3. Place another drum right above it
4. Voila

Expected behavior
It might be a designed feature that fluid won't go up, that's reasonable, but if so it should stay where it were instead of stepping into the void, and moreover the message should be Will drain fluid to tanks adjacent to the bottom side.
