[BUG] Wafers can be made in the lower tier Cutting Machines

Describe the bug
The Community Pack says the Silicon Wafer is supposed to be made in MV
However it is LV currently
As the result, you can make the cheaper diode in LV age
Also, the Glowstone-doped Wafer is MV (supposed to be HV)
the Naquadah-doped Wafer is HV (supposed to be IV~LuV)
the Neutronium-doped Wafer is EV (supposed to be UV)
