[BUG] Wrench is damaged without any successful use

Describe the bug
When right click any block with wrench, it gets damaged without any successful use.

Versions
Forge: 14.23.52847
GTCEu: 79a987e

Expected behavior
Wrench should not be damaged if use was failed.
