Describe the bug
GregTech Wrench cannot break Machine Casings and Frames
This makes the gameplay exponentially harder

Versions
GregTech Expert 2 / dev Env
GTCEu: 2.3.0

Setup
SP

Expected behavior
Wrench should be able to break Machine Casings
