Sub-station external casings more expensive with assembler

2.0.3.0 GTNH

Substation casing makes 2 by hand

However, assembler only makes 1 for the same number of raw mats

Recommend changing assembler to output 2 or 4?

No better reduce shaped crafting to one.

The amount of Casings is/will be dependant upon GTNH being loaded now as well.
GT 5.08 and GTNH will output 1, GT 5.09 will get the default 2.

@draknyte1 btw it would be nice using 30, 120 and 480 or 500 eu/t in recipes not 32/128/512. I try to eliminate all recipes using this value from gt /core mod and change it with the new ones.
