As per GTNewHorizons/GT-New-Horizons-Modpack#3579 , the controller is far too easy to make compared to the other multiblock machines such as wiremill and bending factory, both which require the base IV singleblock machine.

I suggest upgrading the project table to require IV arms and sensor, up from ULV and needing all IV machines in the controller recipe.
