Kinetic Gearbox rotor (vibrant Alloy) tooltip is wrong

the tooltip in Kinetic Gearbox rotor (vibrant Alloy) says
minimum 16 MCW but it requires 32 to start

either change tooltip or change behavior

Both the tooltip and the behaviour are dictated by IC2. Don’t know if I can change either.
