Issue Title

GT++ dusts missing Packager recipies

Brief explination

I noticed that my Super Buffer was starting to fill up, apperently Tiny Pile of Zirconium was stuck inside of it and could not enter the Packager.
It also looks like this affects more dusts, if not all dusts from GT++

Steps to Reproduce (for bugs)

  1. automate Macerator to macerate nuggets
  2. have an packager connected to AE
  3. wait a bit while processing ores
