Industrial Extrusion Machine does not requier Inconel Reinforced Casings

Expected Behavior

According to ingame tooltip IEM should requier at least 28 Inconel Reinforced Casings to complete it's structure.

Current Behavior

Right now it is possible to make IEM without casings at all, filling all space with Input buses (for example): https://i.imgur.com/fcO841W.png, https://i.imgur.com/JwD0g0C.png

Possible Solution

fix requirement of Inconel Reinforced Casings but reduce required amount from 28 to 7 (30 input buses max) or 22 (15 max).
