Issue Title

Hypogen can not be crafted in the T4 fusion reactor.
Also scanner data when charger reports strange sometimes appearing overflowing values.

Expected Behavior

Hypogen should be able to be crafted.
Scanner shouldn't have negative energy values and end at odd amounts

Current Behavior

Hypogen does not craft.
Scanner shows strange EU results.

Possible Solution

Alter hypogen to fit within T4 fusion Energy constraints or alter the energy constraints so the original recipe can be crafted.

Steps to Reproduce (for bugs)

1. Try to craft Hypogen

2. Use the scanner on a filling T4 fusion reactor

Context

It affects no one due to no use for Hypogen.
The scanner data looks strange but probably can't be fixed.

GTNH 2.0.7.7
Optfine and FTB utilities present.
