Issue Title

Potin Rotors can't be made in the Fluid Solidifier or Extruder, only the Assembler
GTNewHorizons/GT-New-Horizons-Modpack#5698

Expected Behavior

To be able to, like other rotors

Possible Solution

Add recipes for it

Context

It's more annoying to make without at least one of the other recipes. Actually, it seems you can't fluid extract the dust too, only the ingot, being able to only melt the dust in the Alloy Blast Smelter for some reason.
