Reactor Chamber returning Basic Machine Casing when mined with a pickaxe

Issue Title

It works when right-clicking with a wrench though. All the other blocks I tested seem to have been changed to drop themselves when mined with a pickaxe, and also work when right-clicking with a GT wrench. Neither of these is default IC2, so presumably you changed both of these things?

Steps to Reproduce (for bugs)

  1. Place Nuclear Reactor
  2. Place Reactor Chamber on it
  3. Mine it with a pickaxe, get casing instead of Reactor Chamber

GT-PlusPlus-1.7.05.20

Gt wrench has always worked for RMB harvesting.
