Industrial Electrolyzer halts when there's still work

Issue Title

If you put in something like, say sodalite, as well as say, lazurite, whichever it decides to work on, it'll fail to start work on the other when it's finished with the first unless there's none of it left in the input bus. It seems like the single blocks work the same (I think?), but I don't think there's a reason to work that way for the multis. Would separate busses help it to work, I didn't try that? But a separate bus for every electrolyzable material is kinda rough. Or that thing that allows you to put in a specific number. You'd need one for every material though. So also annoying.

Expected Behavior

Being able to work on the second material, leaving the first it couldn't work on in the bus

Current Behavior

It halts, waiting for more of the first material, unless you pull it out

Steps to Reproduce (for bugs)

  1. Put in a stack of sodalite, then lazurite
  2. You'll have 9 sodalite, and 64 lazurite in the bus

Context

It's very annoying and inconvenient for it to work this way
