Issue Title

When using Zhuhai, it only runs about 50% of the time. 1.7.03

Expected Behavior

I would expect it to run constantly when supplied with consistent power.

Current Behavior

It starts, makes some fish, and then seemingly has to cool down or something.

Steps to Reproduce (for bugs)

1. Build Zhuhai
2. Power Zhuhai
3. Run Zhuhai
4. Observe

Context

I am trying to use fish oil for bio-diesel and the inefficiency is drastically hampering my ability to do so.
