GTM changed OC logic on 1.4.4, while this does technically fix GTSA's multis to use a steam amount that would be expected, this also had the side effect of making the SA multis require very large amounts of steam and be a bit of a pain to set up for and maintain, which goes against the idea of the GTSA multis making earlygame quicker.

To address this, a recipe modifier would be implemented that would reduce steam costs down to roughly pre-1.4.4 levels. Said modifier would also be on a config, so players can choose which cost style they want (in moni's case, NM and HM would use the modifier, EM would not)

This addresses #8.
