Expected Behavior

Gregtech tools should merge and be repaired like all other vanilla tools on the anvil

Actual Behavior

Durability from the second item is not added
Enchantments are not merged

However, these items combine as they should when switched around.

Steps to Reproduce

Experiment on the anvil with damaged and enchanted gregtech tools.
Also make sure to do some experiments with one of the tools at full durability in case that's causing the bug
