Tools should have a chance to get unbreaking when enchanting using the enchantment table
Actual Behavior
Too sdo not get unbreaking when enchanting using the enchantment table
Steps to Reproduce
try enchanting a drill (this bug affects some other tools too)
You will never get unbreaking
